California’s expanded film and television tax incentive is beginning to show results, but the state’s production recovery remains a work in progress.

In TheWrap’s roundtable on California’s production outlook, ProdPro data provides one measure of that progress: production spending in California increased 5% year over year in the second quarter of 2026.

That increase comes after California expanded its Film and Television Tax Credit Program from $330 million to $750 million annually, making more types of productions eligible for incentives. At the same time, FilmLA reported a 12% year-over-year decline in Los Angeles on-location shoot days, highlighting the different signals emerging from the market.

The contrast is where ProdPro’s data becomes particularly valuable. Production spend offers a broader view of activity than on-location shooting alone, capturing projects that may be concentrated on soundstages or still moving through the production pipeline.

ProdPro tracks production activity and spend across markets, helping the industry measure whether California’s incentive expansion is translating into sustained production growth.

As more productions awarded under the expanded program move through pre-production and into filming, the coming quarters will provide a clearer picture of whether California can turn its investment in incentives into a lasting production recovery.

ProdPro provides the production intelligence to understand where film and television is happening and where it’s headed next.
